Auke Bay Neighborhood Meeting Follow-Up

 Below is an email received from Allison Eddins of Juneau Community Development. As a note, when these meetings with the Auke Bay Neighborhood Association are set they will be announced here. Notes from the December 6th meeting are available on the Documents and Resources page under the Auke Bay Policy section.

I just heard from an Auke Bay resident who attended the neighborhood meeting that she did not receive the email that I sent out on December 12th. I apologize to those of you who did not receive it. The email mentions the Auke Bay Sub-Committee meeting that is happening tomorrow. I’m sorry to those of you just getting this email today. But do not fret! Tomorrow’s meeting will a short one where I will  re-cap the neighborhood meeting for the Sub-Committee. I will also be recommending to the Sub-Committee that before any more work is done, I need to meet with the Auke Bay Neighborhood Association. This will give me the opportunity to have in-depth conversations with you and your neighbors. My plan is to start having these more intimate discussions in January 2019. In the meantime, please submit any comments that you have to me. All comments will be reviewed and discussed at a future Auke Bay Sub-Committee meeting. You are receiving this email because you attended the December 6th Auke Bay neighborhood meeting. Thank you! There were over 70 attendees. The meeting notes and the presentation are attached. If you would like to submit comments, please do so. It is beneficial if your comment explains why you think a certain way; whether you are in favor of the proposed zoning changes, against the proposed changes, neutral or feel that you need more information to make a decision. If we don’t know the “why”, we cannot address the concern. 

The next Auke Bay Planning Commission Sub-Committee meeting will be December 20th at 12pm in the 4th floor conference room in the Marine View Building downtown (230 S. Franklin). The Sub-Committee meetings are public meetings and you are welcome to attend. These are working sessions so public comment is not taken during the meeting. However, all written comments that are sent to me on or before December 17th will be sent to the Sub-Committee members prior to the meeting and may be discussed at the meeting. 

At the beginning of the meeting last week, I mentioned that it would be a success if you felt like you were well informed and that your input matters. I hope that both are true, and I look forward to continuing to work with the Auke Bay community on this effort.

Meeting on Dec. 6th for feedback on proposed zoning districts in Auke Bay

CBJ is crafting potential new zoning for Auke Bay in an effort to implement the vision and goals of the Auke Bay Area Plan. Contribute your thoughts and feedback on the proposed zoning on December 6.

Interested members of the public are invited to attend a meeting on December 6, from 5:30 to 7:30 pm, at the UAS Recreation Center to learn about the proposed zoning districts, ask questions, and provide feedback. (see resources below).

The Planning Commission’s Auke Bay Implementation Committee is in the midst of drafting an ordinance to create new mixed use zoning in Auke Bay. These new concepts are intended to encourage the development of lively, mixed-use neighborhoods that are compact and walkable, and offer incentives and design standards to encourage developers to implement the vision of the Auke Bay Area Plan, adopted in 2015. The Plan was developed with input from many stakeholders in the Auke Bay area.

The proposed zoning strives to blend medium to high density residential with a mixture of retail, commercial, institutional, and entertainment uses that are physically and functionally integrated. The zoning creates cohesive neighborhoods and pedestrian-oriented buildings and infrastructure that encourage a small town center feel where people can live, work, visit, and play.

Invitation to Comment, Conditional Use Permit

Area map for cond. use permitAn application has been submitted for consideration and public hearing by the Planning Commission for a Conditional Use Permit to allow a 32-unit residential condominium development to be located at 11798 Glacier Highway in a General Commercial zone.

This invitation was mailed to residents that are within 500 feet of the subject parcels (please view PDF for area being requested for a conditional use permit and timeline.

  • Now through October 1, 2018 comments received during this period will be sent to the Planner, Allison Eddins, to be included in the staff report.
  • October 2 through Noon on October 19 comments received during this period will be sent directly to Commissioners to read over the weekend in preparation for the hearing.
  • October 23, 2018 at 7pm: You may testify and bring up to 2 pages of written material (15 copies) in City Hall’s Assembly Chambers, 155 S. Seward St., Juneau.
  • October 24, 2018: The results of the hearing will be posted online.

Speed Limit in Auke Bay: We want to hear from you

Changing of speed zones
If 35 mph is safer for construction crews isn’t it for pedestrians, cyclist, and children walking to school?
The Auke Bay Neighborhood Association Board feels that speed in Auke Bay should be reduced, making it safer for everyone. How do you feel about the speed limit in Auke Bay, should it be reduced, have you had close calls or do you think it’s fine the way it is?
Previous to construction the posted speed limit on the curve near the old NOAA facility (now UAS/CBJ property and Cannery Cove Condos) was 35mph. This speed was in effect during construction but is now posted at 40mph, DOT stating that the previous posted 35mph was an error.
When a person is struck by a motor vehicle, they have the following chances of death according to Killing Speed and Saving Lives: 40 mph: 90% chance of death, 30 mph: 50% chance of death, 20 mph: 10% change of death.
Alaska State regulations states, 13 AAC 03.275: Basic rule and maximum limits: (2) 20 miles per hour in a business district; (3) 25 miles per hour in a residential district.  In determining safe speed limits and safe speed zones within a municipality, the department (DOT) shall consult with that municipality.

Annual Auke Bay Association Meeting Set, Aug. 29th

The Auke Bay Neighborhood Association’s annual meeting is scheduled for Wednesday, August 29th at 7:00pm in Room 116 of the UAS REC Center and National Guard Armory (same as Auke Bay poll location) at 12300 Mendenhall Loop Road.

The agenda is short but important, as we will be introducing our DRAFT bylaws to be confirmed and seeking a new board member.

Our current board members include: Dave Klein, Arlo Midgett, Don Howell, Linda Blefgen, Theresa Abbas, and George Reifenstein. Per our Bylaws the board is to consist of seven members, of which we have six. At the conclusion of this meeting we hope to add an additional member.

Spruce up Round-about this Saturday

Many of you may not be on Facebook where this has been advertised so thought I would post to this group in case you have not heard by now. Please see the information below by the UAS Alumni Association. Some have reached out asking if they can help keep the garden in the round-about weeded. This is a good chance to do just that but ask about continued maintenance in this highly visible space.

Roll up your sleeves and help spruce up the Auke Bay Round-About with UAS Alumni & Friends on Saturday, July 21!

UAS Facilities will provide safety equipment, weeding and landscaping tools and Alumni & Friends will provide some light refreshments and snacks. Gardening or landscaping experience is not required. Get some fresh air and help beautify our community!

Meet UAS Facilities in the De Hart’s parking lot at 9am. Parking at UAS is free. Stay as long as you are able to, and if there is enough help, UAS Facilities plans to be there until 3pm.

An application has been submitted for consideration and public hearing by the Planning Commission for a City Project in a rural reserve zone to provide an easement across CBJ property north of the Ferry Terminal in order to locate a power and communication cable to serve a Rainforest Telecom tower.

Rezone Request Denied

MEETING NO. 2018-13: The Special Meeting of the City and Borough of Juneau Assembly, held in the Assembly Chambers of the Municipal Building, was called to order at 5:00 p.m. on April 30, 2018 by Mayor Ken Koelsch.

Rezone request by Douglas Island Development was denied, 5 ayes, 3 nays for area between 3853 Bayview Ave. and 11950 Glacier Highway.

Annual Cleanup Day, April 28

Putting on my other “hat” as president of Litter Free, Inc., I’m sharing this information with you and your neighbors to encourage you to participate in this year’s annual community cleanup on Saturday, April 28.  Every Saturday in Spring is precious in Juneau, so we appreciate any time and effort you might be able to put in to this traditional Juneau event.

The bag site for Auke Bay is Squires Rest. Bag sites will be open from 8 am – 10 am, and will provide bags, (yellow= trash, green = recycle aluminum, plastic, tin, NO GLASS!!!), plastic gloves, sign up sheets, wrist bands to allow entry to the Coastal Code picnic, and information on the cleanup.
